Here’s What We’ll Cover

The United States, the United Kingdom, Australia, and Canada are the four countries where digital PR delivers the highest ROI. No single study measures digital PR ROI by country, so we estimated it from four public signals:

  1. what paid clicks cost,
  2. how much AI and search amplify coverage,
  3. how open newsrooms are to pitches, and
  4. the rules shaping how news gets seen.

In the rest of this guide, I will show the numbers behind this conclusion, where each country is strong, where it isn't, and which one fits your brand.

The 4 High-ROI Countries for Digital PR At a Glance

Rank Country Avg. Google Ads CPC (USD) Main ROI driver Main watch-out
1 United States $7.66 Most expensive clicks, home to most AI-cited outlets Most crowded pitching market, lowest trust in news
2 United Kingdom $3.47 AI-cited outlets plus a new rule forcing clearer links in Google's AI answers Very low trust in AI answers
3 Australia $3.55 PR-friendly newsrooms and a newly funded news sector Smaller media market
4 Canada $3.05 Search and Google-funded news still work well Meta blocks news on Facebook and Instagram

The CPC figures are measured using Statista/Semrush data via Adbenchly, but the ranking reflect all four signals below, not CPC alone.

How We Estimated Digital PR ROI by Country

No other published study ranks countries by digital PR ROI. Anyone who gives you a list without showing their inputs is guessing. So, take a look at our method, so you can judge it yourself.

The logic is simple. Digital PR fees don't change much by target market; plenty of agencies, us included, price in USD whatever country you target. When the cost is roughly fixed, ROI depends on the value side: how much each placement is worth in that market.

If you’re new to the discipline, start with what digital PR is and how it differs from traditional PR, before you continue to be aware of ther terminology.

We scored each country on four signals.

Signal 1: What Paid Media Costs

Every visitor, ranking gain, or brand search that earned coverage brings you is one you didn't have to buy. So the more a click costs in a country, the more an earned one is worth. That's the core of the earned vs. paid media trade-off.

Clicks keep getting pricier. LocaliQ's 2026 benchmark puts the average US search CPC at $5.42 across 13,474 campaigns, up from $5.26 in 2025. Social follows the same country order: average Meta CPMs run $23.00 in the US, $18.50 in Australia, $13.40 in Canada, and $10.31 in the UK.

Signal 2: How Much AI and Search Amplify Coverage

Coverage is worth more when AI engines repeat it. Microsoft found 18.8% of the world's working-age population used generative AI in June 2026. So, GEO is a big part of digital PR ROI calculation.

What matters most is which outlets those engines cite. For ChatGPT, top sources include Wikipedia, Forbes, Business Insider, TechRadar, Reuters, and PR Newswire, according to EPR News. Most of them are US or UK publications.

Signal 3: How Open Newsrooms Are to Pitches

A market is only valuable if journalists use what you send. Cision's 2026 survey of nearly 2,000 journalists across 19 markets found 66% rely on PR-provided content for story ideas. Where local survey data exists, like Australia's below, we used it too.

Signal 4: Regulation and Platform Rules

Laws in the UK, Australia and Canada now shape how news appears on Google, Facebook and AI search. Some help coverage travel further; some cut its reach. We cover each one in its country section.

Why We Don't Judge ROI by Referral Clicks

If you measure digital PR by clicks from the article, every country looks bad in 2026. Google Search traffic to publishers fell 40.2% year on year to July 2026, and AI referrals made up just 0.01% of publisher traffic. Only 4% of people say they always or often click through to original news sources.

Our view is that the return from digital PR now comes from authority, rankings and AI citations. A placement in a trusted outlet builds the E-E-A-T signals Google rewards and the mentions AI engines repeat, whether anyone clicks or not. We explain why in our analysis of digital PR and zero-click search rality.

1. United States: The Highest Value Per Placement

The US tops the list because every earned visit replaces the most expensive click in the world, and US outlets dominate what AI engines cite.

Why Digital PR ROI is Highest in the US

The average US CPC is $7.66, more than double any other country here. Paid media is getting pricier. WPP Media expects US ad revenue to grow 11.9% in 2026, driven largely by AI investment. The more competitors pour into ads, the better earned media looks by comparison.

AI engines cite US outlets. Forbes, Business Insider and Reuters sit among ChatGPT's most-cited sources. One tier-1 US placement can show up in Google, in AI Overviews and in ChatGPT answers at the same time.

What to Watch Out For

  • It's the most crowded market. 86% of journalists say at least some stories start with a PR pitch, but 50% seldom or never respond to pitches. Generic pitches die here, so you need to try to cut through a crowded news cycle.
  • Trust in news is low. Only 25% of Americans trust the news most of the time. Trust concentrates in big, recognized brands, which is another reason to aim high.

So, in the US, fewer, more relevant placements beat a long list of generic ones. Ten links from outlets nobody reads won't move your rankings or your AI visibility. One data story in a national or local title (a relevant one) will.

The US Is Best for

SaaS, fintech, legal, and other high-CPC categories. Legal services pay the most per click of any industry, averaging $9.87. Regulated sectors like iGaming digital PR, where paid ads are restricted, also get outsized value from earned coverage.

2. United Kingdom: AI-Cited Outlets and a New Attribution Rule

The UK ranks second because its national outlets carry weight with AI engines, clicks are expensive, and a new ruling should make AI answers link to publishers more clearly.

Why Digital PR ROI is High in the UK

The average UK CPC is $3.47, close to Australia's. Regulation is on the publisher's side. On 3 June 2026, the UK's Competition and Markets Authority required Google to let publishers opt out of its AI features and to properly attribute publisher content, with clear links, in AI-generated results. Google has nine months to comply, so by our estimate the changes land around March 2027.

Add to this that UK outlets travel. The BBC and Reuters are recurring sources in AI answers, and UK national titles get read well beyond the UK.

So, the CMA ruling is the most underrated digital PR story of 2026. If AI results have to show clear, linked sources, a placement in a UK outlet becomes more visible inside AI answers, not less. Brands that build UK coverage now will already be in those sources when the changes go live!

What to Watch Out For

The UK Is Best for

B2B brands selling into the UK, and any brand that wants coverage AI engines will cite. For cost comparison, most UK PR agencies charge £2,500 to £8,000 a month for a standard retainer.

3. Australia: PR-Friendly Newsrooms in a High-Cost Ad Market

Australia earns its place because its journalists actively use PR material, its ads are expensive, and a new law is putting fresh money into its news sector.

Why Digital PR ROI is High in Australia

Clicks and social ads are expensive here. Australia's average CPC is $3.55, second only to the US, and its $18.50 average Meta CPM is also second. Still, journalists want your story. 86% of Australian journalists use press releases as a primary story source, and 66% rate PR professionals as an important source of stories.

Plus, the news sector is getting funded. Parliament passed the News Bargaining Incentive in August 2026. It hits Meta, Google, TikTok, and LinkedIn with a levy unless they strike deals with news businesses. The levy is 2.5% of local ad revenue, and all money raised goes to the news sector.

So, you could say that a funded, PR-receptive press is rare in 2026. In many markets, stretched newsrooms make pitching harder. In Australia, a good data story still has a real shot at national coverage.

What to Watch Out For

  • Meta has pulled back from news. It removed the news tab for Australian users when similar laws were floated in 2024. Don't count on Facebook to spread your coverage.
  • Don't over-pitch. 60% of Australian journalists find one follow-up acceptable; only 2% are fine with three or more.
  • The media market is smaller. Fewer national outlets means less room for a second or third angle on the same story. Plan fewer, stronger campaigns.

Australia Is Best for

Ecommerce and consumer brands, and anyone entering the Australian market. Local data (Australian cities, prices, habits) is what gets picked up. To keep links from Australian coverage working for your main site, follow our anchor text best practices.

4. Canada: Strong Search Value, Weaker Social Reach

Canada makes the top four because clicks are still expensive and Google keeps funding and surfacing Canadian news. It ranks last of the four because social platforms no longer help your coverage spread.

Why Digital PR ROI is High in Canada

Canada's average CPC is $3.05, with an average Meta CPM of $13.40. Google backs Canadian news. Under the Online News Act, Google agreed to an annual $100 million payout distributed among Canadian publishers. Search remains the main road to Canadian coverage.

What to Watch Out For

  • Meta blocks news. Meta stopped Canadian news organizations from publishing news on Facebook and Instagram in 2023, and most users still don't know. Your coverage won't get the social lift it would elsewhere.
  • Lower value per visit. Canada has the lowest CPC of the four, so each earned visit replaces less ad spend. That's the main reason it sits at number four.

So, Canada works best as an add-on to a US campaign. Localize the data (Canadian cities, provinces, prices) rather than recycling a US story with "and Canada" tacked on. Journalists spot that instantly. Running several brands across both markets? Read linkbuilding for multi-brand portfolios before you split budgets.

Canada Is Best for

Brands already active in the US that want an efficient second English-language market, and B2B brands whose buyers research through search rather than social.

What about Germany for Digital PR ROI?

Germany shows up in some "highest ROI" lists, and it's a strong market for the right brand. It misses our top four for one reason: the outlets AI engines cite most are overwhelmingly English-language US and UK publications. German coverage builds authority in German search, but it carries less weight in the global AI answers most brands now care about.

If you sell mainly to German buyers, especially in B2B or industrial tech, and you can produce German-language data and pitches, Germany is well worth it. Just treat it as a separate campaign, not an extension of an English one.

Dark Horses: the UAE and Singapore

If AI visibility is your main goal, watch these two. The UAE (73.3%) and Singapore (64.3%) lead the world in generative AI use among working-age people. For comparison, the US ranked only 21st in Microsoft's May 2026 edition.

In markets where most buyers ask AI first, coverage that AI engines pick up pays off faster. The catch is that both have much smaller English-language media scenes than our top four, so there are fewer outlets to land in. We'd test them with one focused campaign before committing a full budget.

How to Choose Your First Market

The ranking tells you where a placement is worth most on average. Your best market depends on where your buyers are. Here's how we'd decide:

  1. Start where your revenue is. A UK-only brand gets more from UK coverage than from a US hit its buyers never see.
  2. If you sell globally, start with the US. It has the highest value per placement and feeds the outlets AI engines cite most.
  3. Add the UK next if AI visibility matters. It's the second pillar of English-language AI citations, with regulation moving in publishers' favor.
  4. Pick Australia for easier wins. Journalists there are the most open to PR material in our data.
  5. Treat Canada as an add-on. Localize a US campaign rather than starting there.

One rule applies everywhere: build every campaign around original, local data. It's the hardest thing for AI to replace and the easiest thing for journalists to cite. See how digital PR builds backlinks for the full process.

Frequently Asked Questions

Which country has the highest ROI for digital PR?

The United States. Its average CPC of $7.66 is more than double the next country's (Adbenchly), so each earned visit replaces the most ad spend. US outlets also dominate the sources AI engines cite.

Why are the US, UK, Australia and Canada considered tier 1 markets for digital PR?

They combine expensive paid media with mature English-language news markets. They are the four most expensive of the 13 countries in Statista/Semrush's measured Google Ads CPC data, which makes earned coverage the better-value alternative.

Is digital PR better value than paid ads in these countries?

For long-term growth, usually yes. Paid clicks stop when the budget stops, and they keep getting pricier: US ad revenue is forecast to grow 11.9% in 2026. Earned coverage keeps building rankings and AI citations after the campaign ends. Most brands need both.

Does digital PR ROI depend on industry?

Yes. The higher your category's click prices, the more each earned visit is worth. Legal services have the highest average CPC of any industry at $9.87.

Can one digital PR campaign target several countries?

Yes, but localize it. Use country-specific data and pitch local outlets in each market. A US story with a line about other countries rarely gets picked up abroad.
